This design goes with another recent design, “when pigs fly” and was designed after the New Orleans Saints made it to the Super Bowl, which many thought they would never see. It would also work to celebrate any other accomplishment that seemed pretty unlikely, if, of course, the “Geaux Saints” message is changed.

Actually carving “HELL” out of ice really works very well for the Hell freezes over idea. The snow can be carved out of white ice and added or snow from carving can be applied in these areas. I would light this sculpture with light blue to give it an icy look.
